Re: Effective Mar 1stŁ¬2008, Implement for Notice 11[2008] jointly released by China EPA, Ministry of Commerce, National Development & Reform Commission, China Customs, and AQSIQ regarding Amended Three Major Catalogues on Imported Recycling Scraps
Dear Valued customers,

March 1st, 2008 is the effective date for  Notice 11 of 2008: ˇ°In Regard with the Publication of ˇ¶Prohibited Catalogues on Imported Solid Wasteˇ·,ˇ¶Restricted Catalogues on Imported Solid Waste as Raw Materialsˇ·, &ˇ¶Automatic Permission Catalogues on Imported Solid Waste as Raw Materialsˇ·ˇ±. The Notice 11 of 2008 is jointly promulgated by China Environmental Protection Agency (China EPA), Ministry of Commerce, National Development & Reform Commission, China Customs, and General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

Please pay great attention to types of recycling scraps listed in the above amended catalogues. These catalogues are updated guidelines for trading recycling scraps to China (Once Notice 11 of 2008 goes into effect, a number of previous announced Notices will become abatement. The abated lists include: Notice 5 of 2005 released by China EPA, China Customs, and AQSIQ; Notice 25 of 2002 & Notice 36 & 41 of 2001 released by Ministry of Commerce, China Customs, and AQSIQ; Notice 66 of 2004 & Notice 10 of 2003 release by Ministry of Commerce, China Customs, AQSIQ, and China EPA; Notice 73 of 2004 release by Ministry of Commerce, China Customs, and China EPA).

The most importantly, there are significant new features in the amendedˇ¶Prohibited Catalogues on Imported Solid Wasteˇ·, e.g. No.7 classification lists wax-coated waste paper, carbon paper, wall paper waste, etc.; No.11 classification lists waste asbestos(dust & fiber), used plastic bag, plastic film, & plastic package net,  fishing net waste, and jute-woven bag waste, etc.

Please check with these amended catalogues carefully in order to understand and follow Chinese government regulations.
